Syntax	`apoc.text.hexCharAt(text, index)`
Description	Returns the hexadecimal value of the given `STRING` at the given index.
Arguments	Name	Type	Description
	`text`	`STRING`	The string from which to take a character and convert it into a hexadecimal value represented as a string
	`index`	`INTEGER`	The index of the character in the given string to convert.
Returns	`STRING`
